I read this section. but the user portal settings do not appear where it says here.

Unfortunately this bit of documentation is not up-to-date. You can read 🚀 YunoHost 12.0 (Bookworm) release / Sortie de YunoHost 12.0 (Bookworm) : portal settings are now in each top-level domain configuration page (there is no overlay anymore, and theming is differenr now).
