Pixelfed Not Federating?

I am having an issue very similar to the one described here, but never answered:

Pixelfed is not networked to other instances

Bought VPS ynh version 11.0.10.2 (stable) Access via SSH and web admin I have installed Pixelfed on my VPS via the webadmin, created a user and made that user admin. The problem is that the global feed is completely unpopulated/empty and my instance’s user is not discoverable via other instances of pixelfed or the broader fediverse. Under Admin Dashboard - Instances, It says Warning No instances were found I click ‘Run scan’ to no effect. I use the inbuilt diagnostics tool in Pixelfed …

Basically, my global feed is not populated, the “instances” tab on the admin dashboard only lists my own instance, and the “diagnostics” tab lists X False for “instance actor cached.” I have installed pixelfed in the past, and never had this issue. I’m sure it is some simple setting someplace, but I cannot find it.

Share relevant logs or error messages

There are no error messages except “Instance Actor Cached: X False” in the Diagnostics Tab.

I should report that I was able to get the Instance actor cached setting to read true, but that still has not populated the “instances” tab or given any evidence of federation.
