I just installed mastodon. when I launch it, it tells me that the account needs to be approved. I followed the instructions and it says to use tootctl. when I try to use tootctl, it says that the command is not found.

Also try running these commands in the app’s shell by running yunohost app shell mastodon first. Call tootctl with ./bin/tootctl.
