I cant access the server via HeidiSQL

Like its stated in the title I cant access the server via HeidiSQL ? I installed phpmyadmin via yuno.

I did set /etc/mysql/mariadb.conf.d/50-server.cnf
bind-address = 0.0.0.0

I also added to /etc/mysql/my.cnf

Does anyone know what might be the issue ?

bind-address=0.0.0.0
