Simply can’t install mautrix signal

That’s a known issue discussed in Install fails on Bullseye: undefined HOME variable · Issue #39 · YunoHost-Apps/mautrix_signal_ynh · GitHub (it’s not only on Bullseye)
A workaround can be to install it from the command line with yunohost app install mautrix_signal, that should work
