It seems an error with the plugin duplicatefinder.
Try to upgrade it or decativate it, and next retry the nextcloud upgrade.
Just had the same problem and disabling duplicatefinder for the update resolved it.
Then once on nextcloud 22.1.1 just had to enable duplicatefinder and it works fine 
I do not have the app duplicate finder installed and my update fails or hangs once and again…
For the same reason I deactivated duplicate finder agenda and contact to free some resources of my server and then, the upgrade worked fine.
